Ruslan Khalfin

Ruslan Khalfin is Director of the Higher School of Healthcare Management at the I.M. Sechenov First Moscow State Medical University of the Ministry of Health of the Russian Federation, a medical doctor, Professor, winner of a State Prize of the Russian Federation in the field of science and technology, Honoured Doctor of the Russian Federation, and Actual State Councillor of Russian Federation, 2nd class. He worked for more than 30 years in healthcare in the Sverdlovsk Region. He has also worked in the central office of the Ministry of Health of the Russian Federation and the Ministry of Health and Social Development of the Russian Federation, and has held the post of Deputy Minister under three federal ministers. He has been actively involved in reforming the sector, and was one of the originators and implementers of the national ‘Health’ project. For the past 11 years he has been President of the medical insurance company MAKS-M, part of the MAKS Insurance Group. Chair of the Board of the Russia-wide public organization ‘The Russian Association for the Organization of Health and Public Health’.
