What is the NATIONAL HEALTHCARE 2023 Congress?

The Congress will provide a major multi-format platform to discuss the further development of the healthcare industry.

The event will bring together representatives of the federal and regional authorities, industry leaders, foreign experts, strategic partners, and members of the business community who support the universal social mission of protecting the health of the Russian population.

The Congress participants will hold an open dialogue to discuss effective strategies for financing and digitalizing healthcare; effective organizational solutions and prospects for creating innovative healthcare ecosystems; global trends in optimizing measures to combat and prevent infectious and non-infectious diseases; the latest technologies in the medical industry; best Russian and international practices in regulating the circulation of drugs; scientific and innovative achievements in domestic healthcare; and advanced health protection practices.

When and where will the Congress take place?

The 2nd National Congress with international participation “NATIONAL HEALTHCARE 2023” will take place on 1–2 December 2023 at Exhibition Pavilions No. 75 and No. 55 of the All-Russian Exhibition Centre in Moscow.

Who is organizing the Congress?

The Congress is being organized jointly by the Roscongress Foundation and the Ministry of Health of the Russian Federation.

The organizational partner of the event is the Russian Research Institute of Health of the Russian Ministry of Health.

The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of nationwide and international conventions; exhibitions; and business, public, youth, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.

How can I take part in the Congress?

If you wish to submit an application to attend the NATIONAL HEALTHCARE 2023 Congress, please sign up for a Roscongress personal account on the foundation website (roscongress.org).

Once you have completed the registration process, an email will be sent to the address you specified, containing your login and password for your Roscongress personal account.

If you have forgotten your login and password, you can use the login and password recovery function on the Roscongress personal account login page or contact us by email: weboffice@roscongress.org.

If you did not select an event (step 5) when registering for your Roscongress personal account, you need to log in and fill in the application form for participation in the Congress in the ‘Events – Future’ section.

What should I do if I forgot my login or password for the Roscongress personal account?

If you have forgotten your login and password, you can use the login and password recovery function on the Roscongress personal account login page or contact us by email: weboffice@roscongress.org.

How can I check the status of my application?

Your application status will be visible in the ‘My events’ section of the Roscongress personal account. Participation applications will be reviewed by the Congress organizers.

If your application is approved, you will be sent an invitation to the Congress, and your application status will be updated in real time in your account.

The review process takes a minimum of 10 days, although the exact time varies for each applicant.

Can an application to participate be denied?

The Congress organizers reserve the right to refuse an invitation to an applicant without explanation.

How do I confirm I will attend?

Once you have received your invitation, please confirm you will attend the Congress in the ‘My events – NATIONAL HEALTHCARE 2023 Congress – Event dashboard’ section of your account.

If you no longer plan to attend the Congress, please also inform us of your decision via your Roscongress personal account.

How do I decline to participate in the Congress?

Participants who have received an invitation but have decided not to attend the Congress, or who have previously confirmed their participation but no longer plan to attend, are kindly requested to officially confirm they will not be attending via the Roscongress personal account or by informing the Roscongress Foundation specialist you are in touch with regarding your participation in the Congress.

If a participant cannot attend the Congress, can a colleague from the same organization take their place?

A participant can only be substituted with the approval of the Congress organizers. If a participant who has confirmed they will be attending can no longer attend the Congress for any reason, and you wish to arrange a replacement, please contact the Roscongress Foundation specialist you are in touch with regarding your participation in the Congress.

PAYMENT OF PARTICIPATION FEE

How do I pay the Congress participation fee?

  1. Go to the ‘My events’ section of the Roscongress personal account
  2. Select the NATIONAL HEALTHCARE 2023 Congress
  3. Go to the ‘Event dashboard’ section
  4. Open the ‘Payment’ section
  5. Enter the payer’s information (make sure you enter the information of the individual or legal entity making the payment)
  6. Select the payment method:
    • invoice in roubles or bank card for residents of the Russian Federation
    • invoice in roubles / US dollars / euros or bank card for non-residents of the Russian Federation
  7. Select the type of payment document: invoice agreement (asingle document incorporating both the agreement and invoice for payment).

How do I pay by invoice agreement?

The participation fee may only be paid by the individual or legal entity indicated as the Customer in the participation invoice agreement.

Steps for paying the participation fee by invoice agreement:

  1. Download the invoice agreement from the Roscongress personal account
  2. Pay the participation fee via your bank (payment may take more than 3 banking days to process) or by bank card via the Roscongress personal account (payment will go through immediately)

Acceptable payment forms include Visa, Mastercard, American Express, UnionPay, and MIR payment system cards issued by Russian banks and UnionPay payment system cards issued by foreign banks. Payments are made in Russian roubles.

Before proceeding to payment, please make sure that:

  • there are sufficient funds on the bank card
  • the payer’s bank has not set a one-time transfer amount limit

What is the Roscongress personal account?

The Roscongress personal account is an information space, communication tool, and service platform for participants of all Roscongress Foundation events.

Features:

  • receive updates to your participation status and learn about services offered at various events organized by the Roscongress Foundation
  • access resources and analyses on previous events organized by the Foundation

How do I register via the Roscongress personal account?

You can register for a Roscongress personal account on the Roscongress Foundation website.

You can register for a Roscongress personal account in five simple steps. Step one is to fill in your personal details. You will then be prompted to provide your passport details, information about your organization and your contact details. The fifth and final step is to select the event.

Once you have completed the registration process, an email will be sent to the address you have provided containing your login and password for your Roscongress personal account.

How do I log in to my Roscongress personal account?

To log in to your Roscongress personal account, please enter the login and password emailed to you when you first registered for your account. If you have forgotten your login and password, you can use the login and password recovery function on the Roscongress personal account login page or contact us by email: weboffice@roscongress.org.

How is the confidentiality of data in the Roscongress personal account protected?

The Roscongress Foundation strictly adheres to legal requirements governing the protection of every participant’s personal data.

The Roscongress personal account has been developed using SSL data encryption technology to ensure the highest levels of security and confidentiality of your personal information.

Do I have to agree to the processing of personal data?

When registering for a Roscongress personal account or applying to attend the NATIONAL HEALTHCARE 2023 Congress, participants must consent to the processing of their personal data. This consent is a requirement under Russian law, and applications to participate in events cannot be processed without it.

How can I make changes to my personal information?

Should you wish to edit your personal information, go to the ‘My events’ section of the Roscongress personal account and select the NATIONAL HEALTHCARE 2023 Congress.

There’s an error in my personal data in the Roscongress personal account. Do I have to make changes myself?

In order to get your badge prepared for issuance, the information in the Roscongress personal account must completely match the data in your passport. In the ‘Event dashboard’ section of the Roscongress personal account you should enter your personal information in full in accordance with your passport.

ACCESS TO THE VENUE

How do I access the Congress venue?

An accreditation badge will be required to access the Congress venue.

Badges are issued to specific individuals and are not transferable. You must keep your badge and ID with you at all times while at the Congress venue.

What should I check before collecting my badge?

Before collecting their badges, participants are advised to ensure the following:

  • Participation in the event is confirmed via the Roscongress personal account
  • Personal information provided in the Roscongress personal account matches participants’ ID exactly
  • A badge photo has been uploaded to the Roscongress personal account
  • The participation fee has been paid

What are the requirements for the badge photograph?

Photograph requirements:

  • colour photograph on a light background
  • 480x640 pixels in size
  • image format – JPG or JPEG
  • front view of the participant’s entire face, without head covering
  • the subject’s face must take up at least 70% of the image

How can I check that my badge is ready for collection?

You can check whether your accreditation badge is ready for collection in the Roscongress personal account, via the Roscongress Foundation specialist you are in touch with regarding your participation in the Congress, or by calling the Congress information centre at +7 (495) 640 6093.

Where do I get my badge?

Badges can be collected from one of the Congress accreditation points.

The locations and operating hours of the accreditation points will be published in the ‘Badge collection’ section of the website closer to the actual event.

Can I replace a lost or damaged badge?

If your accreditation badge is lost or damaged, please go to any accreditation point immediately. The badge will then be blocked, and a replacement badge will be issued to the holder upon written request.

SERVICES

Where can I find a list of hotels for participants?

Participants in the NATIONAL HEALTHCARE 2023 Congress can book rooms at Moscow hotels at special rates. Detailed information is available in the Hotel accommodation section.

Will there be food at the Congress venue?

The Congress venue will have a coffee break area with free cold and hot drinks. In addition, several dozen cafes, restaurants, food trucks and canteens operate on the territory of the All‑Russian Exhibition Centre.

Is transport available for participants?

For comfortable movement around the territory of the Russia International Exhibition, free transport will be organized for all visitors. The current shuttle schedule will be available in the ‘Transport to the venue’ section of the website.

CURRENCY AND BANK CARD TRANSACTIONS

What is the best way to pay for goods and services?

We recommend having cash with you for the duration of the NATIONAL HEALTHCARE 2023 Congress due to the restricted use of foreign bank cards in Russia.

The use of MIR and UnionPay cards in Russia is not restricted in any currency. We recommend participants get a new card / bring an existing card of these systems, if possible.

Please note that UnionPay has started its operations in Russia relatively recently. Therefore, cards of this payment system may occasionally malfunction.

What are the currency exchange restrictions?

Please note the following currency exchange restrictions:

  • only USD and EUR cash can be freely exchanged for RUB cash
  • you must present your ID (passport) for transactions over RUB 40,000
  • there is NO exchanging non-cash currency for RUB cash using Mastercard or Visa bank cards issued outside of Russia. RUB cash cannot be withdrawn with these cards either.
