Regional Healthcare HR Centres: A Target Model

Regional human resources centres are a key part of the federal project ‘Medical Personnel’, which seeks to integrate innovative approaches to managing human capital into the healthcare system. Today, HR centres perform a methodological and coordinating role in developing and implementing comprehensive HR policies, while also accumulating and disseminating best practices. The session will pay particular attention to interaction between HR centres and key stakeholders in the healthcare system, as well as how to determine the optimal staffing levels needed to provide high-quality medical care and analyse resource needs and potential. Promising focuses in the future include improving predictive workforce planning models, introducing digital talent management platforms, and creating comprehensive professional development programmes. What organizational and methodological approaches are most effective for establishing and developing regional HR centres in the healthcare system? What criteria should be used to determine the optimal amount of medical personnel needed to ensure high-quality and accessible medical care? What mechanisms should be put in place for interaction with key stakeholders in the healthcare system in an effort to ensure a comprehensive approach to human capital management? What resources do regional HR centres need, and where can their effectiveness be improved? What best practices for organizing the work of regional HR centres could be recommended for replication in Russia’s regions?
