The effectiveness of regional healthcare systems plays a key role in preserving public health, ensuring the socioeconomic development of their territories, and enhancing human capital nationally. Evaluating the effectiveness of these systems is a complex, multifaceted task that requires the creation of standardized assessment methods that are applicable in the face of major interregional disparities. To address this challenge, it is essential to develop a system of key indicators that can help reliably monitor regional healthcare systems and take informed management decisions, as well as select valid methodological tools. Demographic and epidemiological indicators, patient satisfaction with medical care, economic issues, digital transformation, and other components of the healthcare system need to be comprehensively evaluated. How can we build a framework to measure the effectiveness of regional healthcare systems? What tools could help select an effective team of experts to assess the state of regional healthcare?
