New strategies for providing the industry with medical personnel

The 3rd National Congress with International Participation “National Healthcare” held an expert discussion ‘New Strategies for Ensuring the Medical Industry Has All the Personnel It Needs’ within the track ‘Managing Health Scientifically’.

The Congress was held with the support of the Government of the Russian Federation. The event was organized by the Ministry of Health of the Russian Federation and the Roscongress Foundation. The organizing partner of the event was the Central Research Institute of Health Care Organization and Informatics of the Ministry of Health of the Russian Federation.

Providing the healthcare system with qualified personnel, as well as the effective attraction and retention of staff in medical organizations, plays a key role in improving the quality and accessibility of medical care and increasing patient satisfaction. To overcome the shortage of human resources in healthcare, it is crucial to implement new strategies for training health workers, which implies innovative methods of continuous training and professional development.

The discussion was moderated by Igor Kagramanyan, Director of the Department of Healthcare of the Government of the Russian Federation: “With the rapid development of medical technologies and the growing need of the population for effective medical care, new strategies in providing the country with medical personnel, the main component of the healthcare system, are particularly important. The introduction of modern approaches to education and training, such as the use of simulation technologies and virtual reality, makes it possible to significantly improve the qualification level of medical workers. In addition, the development of continuing professional development programmes and the creation of conditions for interdisciplinary collaboration to support health professionals contribute to improved access to and quality of care and more efficient use of resources.”

The session was also attended by Tatyana Semenova, Deputy Minister of Health of the Russian Federation; Alexander Miroshnichenko, Director of the All-Russian Educational, Scientific and Methodological Center for Continuing Medical and Pharmaceutical Education of the Ministry of Health of the Russian Federation; Vladimir Stepanov, Deputy Chairman of the Cabinet of Ministers of the Chuvash Republic – Minister of Health of the Chuvash Republic; Oleg Yanushevich, Rector of the Russian University of Medicine of the Ministry of Health of the Russian Federation, President of the Association of Russian Doctors; Nikolay Karyakin, Rector of Privolzhsky Research Medical University of the Ministry of Health of the Russian Federation; Marina Veldanova, Director of the Center for Healthcare Development, Skolkovo School of Management; and Oksana Pozdnyakova, General Director of NIZHFARM Group of Companies.

During the session, the experts discussed what measures are needed to effectively provide the healthcare system with qualified personnel; what methods of attracting, supporting and motivating employees of medical organizations are the most relevant in an increasingly competitive labour market; how the quality of medical care is affected by staff satisfaction with working conditions and prospects; what new federal projects are aimed at improving labour satisfaction among medical staff and how to provide the health care system with highly qualified personnel, both medical and non-medical staff.

The Congress was held on 28 October 2024 in the Lomonosov Cluster of the Sparrow Hills ISTC of Moscow State University and in the Grand Hall of the State Kremlin Palace on 29 October 2024.
