The availability, effectiveness, and quality of medicines are key determinants in national drug security. Amidst the current geopolitical challenges, this is one of the top priorities for protecting people’s health. Preventing shortages and ensuring the uninterrupted availability of medicines for all citizens, achieving the technological sovereignty of national pharmaceutical industries, and fulfilling state guarantees for drug provision to society are all key issues that dictate the interagency agenda of state decisions. What decisions are being implemented in the system of state control over drug circulation to ensure continuous improvements in its mechanisms? What regulatory decisions, including as regards patent regulation, and mechanisms for simplifying registration procedures should contribute to the rapid and uninterrupted release of drugs into civil commerce? How can we achieve a balance of interests between the state and business and build a productive dialogue among stakeholders in order to jointly find solutions in the preparation of drug security strategies? What Russian and global experience and best practices in the regulation of drug circulation are shaping the trajectories of its further development?
